Compiles an OpenAPI 3.0 or 3.1 document (JSON or YAML, up to 64 KiB) the way Kapabl does and lists the agent tools it would produce: each operation's tool name, side-effect class (read, write or destructive), whether it needs a signed-in user and which scopes, which credential reaches the API, and whether it sits behind the search and execute tools or is its own tool. Operations that cannot become tools are listed with the reason. Nothing is stored or published.
